Decommissioning and AbandonmentConocoPhillips Green Canyon Platform Decommissioning

Client: ConocoPhillips

InterAct developed the strategy and concepts to safely decommission the deep-water offshore production facilities in the Jolliet and Marquette fields in the Gulf of Mexico - the deepest TLWP to be abandoned in the U.S.

InterAct obtained all major agency approvals necessary for decommissioning and removal of the facilities, including those from the MMS, Louisiana Dept of Wildlife & Fisheries, U.S. Coast Guard, and Army Corps of Engineers. The scope included: developing the preliminary philosophy and plans, permitting deliverables, cost estimate, economic and project risk analysis, and defining resource requirements. Follow-on work included refining the cost estimate to obtain corporate funding, developing a cross-functional integrated schedule, permitting, identifying HSE issues, preparing final Execution Plans, issuing contracts, procurement and logistics to achieve the optimum dismantlement timing and cost.

Decommissioning and AbandonmentPhillips Tajiguas Gas Plant Decommissioning

Client: Phillips Petroleum Company

InterAat managed the planning, permitting, execution, and regulatory compliance for the shutdown and removal of the Phillips Tajiguas Gas Plant located in Santa Barbara County, California. The 31 mmcf/d natural gas processing plant was located along the coastline in an area selected by agencies to be restored to its original condition and preserved for recreational beach access.

During the environmental review process, the hydrocarbon contamination was confirmed beneath the process area.  InterAct was instrumental in determining the extent of this contamination and minimizing client exposure by working with the agencies to establish a standard feasible threshold limit for removal requirements.  InterAct was also able to minimize the restoration monitoring requirements by developing an irrigation plan that established the required levels of plant growth in a minimal amount of time. This innovation released the project from monitoring and leasehold requirements 2 years ahead of schedule.

Environmental and Regulatory Services - Shell Offshore Well Conductor & Debris RemovalShell Offshore Well Conductor & Debris Removal

Client: Shell Exploration & Production Company

InterAct permitted and managed the removal of well debris from two subsea wells
(240’ deep) offshore the coast of Gaviota, California.  Fieldwork required divers to mechanically sever the well conductors that protruded above the seafloor, monitor the wells, and remove miscellaneous field debris to free the area of potential fishing hazards.

The project required permits from the CA Coastal Commission, CA State Lands Commission, CA Department of Oil, Gas, and Geothermal Resources, and the Santa Barbara County Air Pollution Control District.

Safety, Inspection & Maintenance Plan for Santa Ynez UnitExxonMobil SYU Safety, Inspection, and Maintenance Plan

Client: ExxonMobil Production Company

InterAct helped ExxonMobil prepare a Safety, Inspection, and Maintenance Plan for their Santa Ynez Unit onshore oil and gas processing facilities to meet the requirements of the Santa Barbara County System Safety Reliability Review Committee.

The Plan covers a wide array of facility and personnel safety issues including employee training, corrosion monitoring and control, leak detection systems, and inspection and maintenance of facility safety systems.
