    InterAct PMTI (InterAct) provides a broad range of professional engineering and environmental services to the energy sector.  We assist our clients at every stage in the field life cycle, from feasibility studies and permitting, to field development and production support, and finally facilities decommissioning. We support on- and offshore projects.
    We are currently looking for a dynamic and versatile Environmental and Regulatory Services Manager, to be based in our new Ventura office, with the following qualifications and responsibilities:

    Key Responsibilities:

    • Lead, manage and grow a seasoned multi-disciplinary team of professionals who provide regulatory support to private industrial and public utility clients. Technical team skill sets include permitting and regulatory compliance services for upstream oil and gas operators, gas storage fields, transportation projects, and other industrial clients.  Looking to expand into renewables.
    • Maintain technical proficiencies in recognized areas of expertise and develop new skills sets in those areas within the range of InterAct services.
    • Build and maintain collaborative inter-company working and business development relationships with other Acteon operating companies.
    • Prepare monthly forecasts and management reports for the Environmental and Regulatory department documenting ongoing work, new business opportunities, and projected revenue.
    • Prepare proposals and manage the execution of work with InterAct and subcontracted personnel, maintaining regular communication with clients to ensure client satisfaction. 

    Business Development

    • Recognize and efficiently develop new business opportunities, cross-selling other company services as appropriate.
    • Represent InterAct at industry meetings and conferences; prepare presentations for such meetings and conferences.
    • Provide direction, oversight and review of environmental and regulatory proposals prepared by staff.

    Specialty Technical Skills & Experience - Ideal candidate possesses technical expertise in two or more of the following discipline areas:

    Air Quality

    • Air permitting in local districts (Ventura, Santa Barbara, South Coast, San Joaquin Valley) and federal Title V permitting and compliance
    • Emission reduction credits (ERCs) – identification of opportunities, applications, and brokerage
    • Best available control technologies (BACT) cost effectiveness evaluation
    • Health Risk Assessments (HRAs)
    • Drilling and construction emissions reduction and monitoring plans
    • Meteorological station design, siting and installation management, as well as data validation.

    Environmental Permitting

    • Permit application preparation and acquisition; agency interface and coordination
    • Permit compliance: plan development, implementation, tracking, recordkeeping and reporting
    • California Environmental Quality Act (CEQA) & National Environmental Policy Act (NEPA) document preparation and client consultations
    • Practical mitigation plan development
    • Land use and conditional use permits acquisition and compliance support
    • Regulatory training of client or contractor personnel
    • • Facility compliance audits assistance/support, mock audits
    • • Real-time permit variance negotiations and acquisitions

    Geology / Hydrology

    • Strong background in geology or hydrology
    • Aquifer exemption permitting, SWPPP preparation, training and compliance
    • Preparation of groundwater impact analysis, UIC applications, ground water monitoring plan development per SB4
    • Knowledgeable about SWRCB permit processing and SMARTS database reporting

    Qualifications:

    • Minimum 10 years regulatory experience in the oil & gas and/or utilities sector with significant air quality, water quality, and/or permitting experience with at least 5 years at supervisory level.
    • Bachelor’s Degree or higher in a technical or environmental science field.
    • Experience in CEQA / NEPA document preparation and timelines.
    • Excellent oral and written communication skills; strong presentation/public speaking skills.
    • Strong analytical and project management experience.
    • Team-oriented individual, looking to grow the group and mentor others.
    • Self-motivated individual with excellent organizational/time management skills. This is a sell-manage-do position.
    • Comfortable conducting field work independently, following company safety policies.
    • Solid MS Office suite product skills and data base software.

    Additional Desired Qualifications:

    • Direct permitting experience in central / southern California.
    • Familiarity with the onshore and coastal oil and gas operations.
    • GIS, AutoCAD or other computer software capabilities with minimal oversight a plus.
