Offshore Debris Recovery and Lease Abandonment

InterAct managed the removal of a wellhead, cable, other debris in 600’ of water which were part of a mid-1980s lease operations in federal waters, offshore California.  The Bureau of Ocean Energy Management and Regulation Enforcement (BOEMRE) determined these items were obstructions to fisheries and needed to be recovered to meet lease clearance obligations under the Code of Federal Regulations Title 30, Part 250.  InterAct’s team of skilled facility and production engineers with BOEMRE and the operator to develop a Project Execution Plan (PEP) that satisfied BOEMRE requirements.

InterAct provided coordination between the crane barge, tug, service and crew vessels and monitored the seafloor operations by ROV. The remnant debris was cleared from the seafloor and InterAct ensured proper disposal and recycling of the debris, while providing safety oversight and regulatory compliance. The project was completed on time, within budget and with no HSE incidents.
